Advice For Your Next Home Improvement Project | Home Improvement

TIP! A great tip for home improvement is to personalize any project you undertake. Add your own unique style for your home improvement ideas, giving your personal touch can go a long way.

Always have a working knowledge of the tasks at hand when you are completing a home improvement project. In this article, we will present some valuable home improvement information. No matter how much or how little experience you have, these tips will help you out.

TIP! When doing home improvement work, one of the most important tools to have is a drill. It lets you make the holes you need for driving screws and other fasteners.

Use fans when you are renovating in the summer. Ceiling fans are particularly helpful to circulate air. They keep your home much cooler. This saves you money on air conditioning, too.

TIP! Never waste your money on materials that do not meet quality standards or pose a risk to yourself and your family. Getting new floors can be expensive, and when you compare prices you get a good deal.

If you have no counter space, install a microwave over the range. Over-the-range microwave ovens offer many features, including convection cooking. Many of these units feature a filter rather than outdoor venting, so they are better suited to situations that don?t require extreme ventilation.

TIP! If you?d like to get your garage organized, purchase a few clear plastic storage containers and start sorting items by type and frequency of use. Label all plastic organizers for stacking.

The kitchen is a great place to start improving your home. A great place to start is by cleaning any grease stains off the walls. A water and TSP solution will usually remove these stains. Not only will it remove the grease, it will get much of the old paint off the walls as well. Paint your kitchen an attractive shade of tan and marvel at how the character of the room has changed as a result.

TIP! The better your home?s curb appeal is, the more money you can get out of it when it sells. What constitutes a good view can vary from one person to the next, however.

Instead of utilizing a commonplace coffee table, select something more unique. Old chests can add a nice rustic appeal to your home?s design. Put some high-brow magazines, coffee table books, and interesting decorations like geodes on the table to spice it up. You could even add a small tablecloth and dainty tea cups to create a country look.

TIP! Use a type of bold print in a average or low key living room to add some personality. Zebra and leopard prints can be great accessories to add to a boring room, including cushions, pillows, and rugs.

Tailoring pillows to suit a teenager?s tastes is not that hard. Sew some old band shirts, old jeans, and shirts with neat logos around your decorative pillows. This can really liven up a room, giving it some much needed personality.

TIP! If you?re a homeowner, never hire an unlicensed contractor for work around your house. States require certification for both contractors and sub-contractors.

Now, there are more things to think about when you are doing home projects. Avoid buying drywall (i.e. wall board, sheet rock) manufactured in China. Starting in 2005, the United States began importing a large amount of drywall from China. Most of it is of terrible quality. Some of it even exudes harmful gases capable of corroding wires that reside in walls.

TIP! Do you want a cheap way to add a bit of class in your house? If you?d like to add class and elegance to your house on the cheap, replace your old doorbell with something new. Visitors will feel differently about your home once they hear the new bell.

Instead of buying one or two expensive pieces of furniture or trendy decor, consider opting for high-quality materials or fixtures. Once a home gets sold, the owner brings his decor with him. Attractive, durable additions to the actual home add value to the actual sale price.

TIP! Adding a new sink can really change the appearance of your kitchen. This will instantly improve the look of the room.

Soundproofing inside interior walls makes a good investment in any home. Soundproofing the walls may look beautiful and leave a luxurious feel, but not every wall needs such treatment. Bedrooms, equipment rooms, and bathrooms are the most vital areas for soundproofing. If your kitchen is not continuous with other living spaces, adding soundproofing to it can be a very good idea.

TIP! When the real estate market isn?t doing very well, it?s typically a good time to get professional help with home improvement projects. Homeowners can save a great deal on large projects during a slump, because contractors and other building professionals are hungry for work.

As you?ve read, it?s essential to make sure you?re prepared for your project. This article is for people of any experience level. Use these tips to see what you should work on.

(AP) ? Nearly 70 years after Jackie Robinson was run out of town, Sanford is absorbing what some see as another blow to race relations: the acquittal of George Zimmerman in the killing of Trayvon Martin.

Some black residents of this community of almost 50,000 people where the shooting took place say that while relations between black and white have improved over the years, progress has been slow and the Martin case demonstrated that problems persist.

James Tillman, who is black, said Saturday's verdict just adds to his mistrust of local authorities, who have been criticized over the years for their handling of other crimes against blacks. Tillman, 47, said city officials try to portray Sanford as a "quiet and laid-back town."

"This town here is one of the worst towns about covering things up," Tillman said, stopping his bike in front of a memorial to the 17-year-old Martin. "When you put something in the closet, it's going to burst back on you."

Sanford, a mostly middle-class suburb of Orlando, about 25 miles away, has reacted somberly ? and peacefully ? to the verdict. The city was mostly silent the morning after the verdict, in contrast to the rallies that drew thousands not long after the shooting.

Only a few people went past the permanent memorial built in the city's historically black Goldsboro neighborhood to honor the Miami teen.

Standing in front of the memorial, Venitta Robinson, the minister at Allen Chapel, said she hopes the black community doesn't dwell on the verdict.

"It's a little disheartening, but that was the process we go through as far as having a jury, and that's the verdict that they had, and we have to respect that," said Robinson, who is black. "We don't necessarily have to like it, but we have to respect it."

In just the 17 months since the killing, Sanford has changed: The city, which is about one-third black, now has a black police chief and its first black city manager.

Before the shooting, Sanford was best known for its antiques shops and as the southern terminus for Amtrak's Autotrain, which carries tourists and their cars between Florida and the Washington area.

The police department was heavily criticized for declining to charge Zimmerman at first, and he wasn't arrested until 44 days after the shooting, by order of a special prosecutor.

But the distrust between Sanford's city government and its black citizens predates the Martin case by several decades.

A large portion of the black community lives in Goldsboro, which was Florida's second city incorporated by African-Americans when it was founded in 1891. Tensions were inflamed when an expanding Sanford annexed Goldsboro in 1911.

In 1946, Sanford was the site of the botched start of Jackie Robinson's first steps toward breaking baseball's color barrier.

Robinson had been sent to Sanford for his first spring training with the Brooklyn Dodgers' minor-league Montreal Royals. Two days after he arrived, he was sent to the Dodgers' minor-league team in Daytona Beach after getting death threats from Sanford residents.

In 1997, on the 50th anniversary of Robinson's breaking into the majors, then-Sanford Mayor Larry Dale issued a proclamation apologizing for Robinson's treatment.

That tension has re-emerged in recent years because of several shootings of blacks and an attack on a black homeless man.

In 2010 Justin Collison, the 21-year-old son of a white Sanford police lieutenant, was videotaped leaving a bar and punching a homeless man named Sherman Ware in the back of the head, causing serious injuries.

Police officers arrived within minutes, looked at the video and spoke to witnesses who said the attack was unprovoked, but they let Collison go after he called his father.

After the video became public and spurred protests, Collison was charged almost two months later with battery and disorderly conduct. He struck a plea bargain and was sentenced to probation, anger management and substance abuse counseling ? but no jail time.

In February 2010, Dennis Williams was shot on the front steps of his home while he held his 9-month-old son. Police have never been able to identify a suspect.

That same month, a Sanford police investigator shot and killed Nicholas Eugene Scott in his car as officers tried to arrest him in a supermarket parking lot. Prosecutors ruled the shooting justified.

Cecil Smith, who became police chief earlier this year after Bill Lee Jr. lost his job in the fallout over the Martin case, promised at a prayer service on Monday to try to ease the mistrust in the community.

"Everyone is watching the people of Sanford," he said. "We may not have liked the outcome of this trial, but we are united enough to say we are starting to move forward."

In downtown Sanford, business owners hope tourism will rebound from the hit it has taken from the furor.

Howard Marks, a civil rights attorney and owner of an art gallery in Sanford's historic district, said the city has been unfairly cast as a racist and dangerous place.

"Sanford's got issues like any other town," said Marks, who is white, "but this town is as good a town with as good a people as any town in the state of Florida."

He added: "The case is never going to be over in some people's mind. But I think as far as Sanford, the worst of that is over."

Sunday musings: Travel is new diploma, gourmet in coach, TWA 800

bellows-book-coverThis Sunday we muse about travel as education as we read an essay about the importance of travel for the family of one of America?s top travel writers. We look at new gourmet choices in coach on long-haul flights. And, Bill McGee, a safety and customer service expert takes a stand on the reopening of the TWA 800 investigation.

The passport is the new diploma

Kieth Bellow, Editor of National Geographic Traveler, has released a new book, 100 Places That Can Change Your Child?s Life. based in travel with kids. He has determined that travel creates some of the best education for children and he has followed that lead with his daughter. The book is excellent fodder for thought about how the world around us is ripe for education.

My daughter Mackenzie just turned 7. At her birthday party at the Playseum, she stood in front of a child?s version of a world map ? no country names, just illustrations of objects like whales and palm trees and pandas. I watched, astonished, as she pointed out dozens of places ? Paris, Antarctica, China, Australia. Then it dawned on me: She really knows her geography.

100 Places That Can Change Your Child?s Life ? Book CoverI believe the world is the best classroom we have and that a passport is every bit as important as a diploma. This idea ? and my kids ? inspired me to write 100 Places That Can Change Your Child?s Life, which explores our planet with those values top of mind.

I?ve been blessed with the opportunity to travel and learn firsthand about different cultures all my life ? starting when I left what was then the Belgian Congo, my birthplace, at age four ? and it?s something I wish for every child, including mine.

    Economy class goes gourmet

This European customer service turn may be followed by US airlines. Some are already allowing long-haul passengers select meals. Who knows? This may be a fee worth paying, if the food is good.

Airlines across Europe and the U.S. are now offering economy passengers the chance to upgrade their meals, ordering ahead of their flight, and choosing from menus more readily found in cabins at the front of the plane.

?The craze started last year, and since then, every airline has jumped on the bandwagon to have a pre-order program,? notes Nikos Loukas, an airline catering consultant, and founder of inflightfeed.com.

Because the meals are customized, passengers are required to order anywhere from 24 to 48 hours in advance, though that may also change in the future. Austrian Airlines allows passengers leaving from Vienna to order meals one hour prior to departure from a special kiosk at the airport.

What airline whistleblowers have to say about the new theory on Flight 800

Bill McGee has written about airlines and safety as much as anyone in the country. Here is his take on the re-opening of the TWA Flight 800 investigation. Back during the investigation, I knew some of the pilots involved and know that this was a theory that was investigated.

I?ve had members of Congress ignore my interview requests and seen my Freedom of Information Act petitions go unanswered, so I?ve learned that sometimes former insiders are our only hope for getting information. Last week came news of yet another group of whistleblowers, a cadre of six government and non-government experts who served the National Transportation Safety Board when that independent federal agency investigated the explosion of a Boeing 747 off the coast of Long Island in July 1996. They are the protagonists of a new documentary, TWA Flight 800, that will air July 17 on EPIX-TV. After four years of investigation, the NTSB claimed the cause of Flight 800?s explosion was a mechanical defect, but the new documentary, written and directed by journalist Kristina Borjesson, claims the FBI, NTSB and other government agencies may have covered up that the plane was brought down by a missile strike. Participants in the film have called on the NTSB to reopen the case based on altered physical evidence, suppressed data, and unexamined testimony from hundreds of eyewitnesses.

#Military instituting new measures to change culture of combat rape

SAN DIEGO ? The laughter and chatter ceased as soon as the two naval chiefs appeared on the rooftop deck of the barracks, where four sailors - three men and one woman - were having drinks in a hot tub with a sweeping view of San Diego Bay.

Chief Petty Officer John Tate approached the group and asked a 23-year-old in a don't-try-to-fool-me tone whether his Gatorade bottle was spiked. Then Tate turned to the only female in the hot tub: "You on the same ship? You drinking a little bit, too?"

"I'm just sipping on it," she said.

There was no mention of the military's push to prevent sexual assaults in its ranks, but those in the hot tub at Naval Base San Diego said they knew that's why Tate was there. Tate serves on one of the Navy's new nightly patrol units charged with policing bases to control heavy drinking and reckless behavior.

The patrols are among a number of new initiatives the armed forces is implementing to try to stop sexual assaults by changing the military's work-hard, play-hard culture. The effort follows a Pentagon report, released in May, that estimates as many as 26,000 service members may have been sexually assaulted last year.

The head of the Army has called sexual assault "a cancer" that could destroy the force, while Defense Secretary Chuck Hagel said the problem threatens to undermine troops' effectiveness in carrying out missions. But military leaders have rejected far-reaching congressional efforts to strip commanders of some authority in meting out justice, saying that would undercut the ability of commanders to discipline their troops.

Now every branch is scrambling to demonstrate it can get the situation under control by instituting new measures that emphasize a zero-tolerance message and crack down on alcohol, which is said to be a major contributor to the problem.

"We need cultural change, where every service member is treated with dignity and respect, where all allegations of inappropriate behavior are treated with seriousness, where victims' privacy is protected, where bystanders are motivated to intervene, and where offenders know that they will be held accountable by strong and effective systems of justice," Hagel said after the report was released.

Hagel ordered all commanders to inspect workspaces by July 1 to ensure they were free of degrading material, and he gave military leaders until Nov. 1 to recommend ways to hold officers accountable for their commands' environments.

In June, thousands of military men and women attended interactive, in-your-face training programs as part of a Pentagon-ordered stand-down from regular duties to specifically address sexual assault. The service members role-played uncomfortable scenarios, watched explicit videos that included rape scenes and were grilled over the meaning of "consent" in boot camp-style lectures. Some branches allowed media to attend the sessions.

During one course at the Marine Corps Recruit Depot on Parris Island, S.C., 1st Sgt. Rena Bruno paced in front of screens filled with statistics as she schooled 200 recruits, in their 10th day of basic training, on the definitions of sexual assault and harassment.

"We're tired of hearing about it in every military branch!" Bruno bellowed. "It brings dishonor to the Marine Corps! You got that?"

"Yes, ma'am!" the young men yelled back.

Bruno cited an incident in which a Marine drugged his roommate, and then videotaped the ensuing encounter. The class groaned, but recruit Alex Ritter, 21, of Lafayette, La., said Bruno's message came through loud and clear: "It shows what's happening both in the civilian world and in the armed forces."

At another class at Eglin Air Force Base in the Florida Panhandle, about 200 airmen, mostly in their 20s, watched videos that showed an old World War II bomber plane decorated with a painting of a pinup girl and a sexually suggestive squadron patch.

Saying the culture has to change, Lt. Col. Rick Hughes told the group: "America's view is that the military condones sexual assault."

At Fort Bliss Army base in Texas, Sgt. Wallace Levy inappropriately rubbed a soldier's back to see if those in his training class would react. When no one did, he admonished them: "Don't look the other way if you see it happening."

Each branch of the military is imposing new rules, mostly aimed at service members in their 20s, who the Pentagon says are most vulnerable to an attack.

The Army implemented a 9 p.m. curfew and banned alcohol for young soldiers at 22 of its basic training facilities. The Marine Corps' top leader ordered "climate surveys" for all new commanders to check for harassment, hazing and alcohol problems among their subordinates.

The Air Force put a female two-star general in charge of a beefed-up office responsible for sexual assault prevention and response, while the U.S. Air Force Academy in Colorado hired a civilian psychology professor to teach courses on interpersonal violence and men and masculinity for one year.

The Navy plans to replicate the nightly patrols roaming San Diego's bases at some 70 installations worldwide, including in Pensacola, Fla.; Naples, Italy; and Yokosuka, Japan.

Military officials are also learning from mistakes made while trying to address the problem. Responding to a lawmaker's complaints, the Air Force this summer pulled a brochure circulated at a South Carolina base that stated, "If you're attacked, it may be advisable to submit than to resist."

Some service members have bristled at the new restrictions, calling them unfair for punishing all for the sins of a few.

"This represents the military's simplistic approach to solving a complex issue that it has ignored for years," Army Spc. Sam Ellison, a 28-year-old soldier at Texas' Goodfellow Air Force Base, which has a 9 p.m. curfew for new troops, wrote in an email to the Army Times newspaper.

Ellison said the misguided thinking is, "If we treat all of the soldiers like criminals, they can't commit crimes."

"Big Brother would be proud," he wrote.

Military officials defended the actions, given the rise in cases. The Pentagon report found a 6 percent increase in reported sexual assaults, or 3,374 cases, in fiscal year 2012 over the previous year. But officials believe the problem is far worse. Based on that number and anonymous surveys of service members, the Pentagon estimated the number of victims may be as high as 26,000.

More people are stepping forward after word spread about resources for victims, including a 24-hour hotline and expedited transfers from a unit after an abuse is reported. But the crime is still widely underreported because of fear of retaliation and other reasons, Pentagon officials said.

The Pentagon established its Sexual Assault Prevention and Response program eight years ago with the goal of reducing attacks through annual training and campaigns to encourage more reporting by victims. Since then, the number of reported cases has risen by 98 percent - which critics say shows the need for judicial reform.

"Until there are structural changes, you're not going to train your way out of this epidemic," said Brian Purchia of Protect Our Defenders, a nonprofit that helps military sexual assault victims. "There needs to be actual punishment."

A sweeping defense bill approved by the U.S. House in June would impose new punishments, including requiring a mandatory minimum sentence of two years in prison for military personnel convicted of rape or sexual assault. The bill also would strip military commanders of the power to overturn convictions in those cases. The Senate is expected to take up the issue this fall.

Navy Lt. Cmdr. Nathan Christensen, a Pentagon spokesman, said Hagel has not ruled out any remedies but that "the key to preventing sexual assaults ... will be our commanders" and the standards they set.

Troops also are being trained to speak out if a higher-ranking officer behaves inappropriately, military authorities said.

In San Diego, Chief Petty Officer Tate said the roving patrols, along with other measures, seem to be making a difference.

Six months ago, the Navy banned pitchers of beer at the bowling alleys and pizza parlors on all three of its bases in the city. At the same time, each base also launched a resident adviser program. Chief petty officers now live in every barrack and are trained to respond to situations that could spiral out of control.

Many of the resident advisers, like Tate, also serve on the roving patrols, which started in February and were modeled after a similar effort at the Navy's training facility for new recruits in Great Lakes, Ill. Sexual assaults there dropped by more than 60 percent over a two-year period.

In San Diego, rotating teams of two senior enlisted officers patrol from 7 p.m. to midnight on weekdays and from 11 p.m. to 5 a.m. on weekends, walking from barrack to barrack to peek in on communal areas before checking popular drinking spots.

On a warm May night at Naval Base San Diego, Tate and his partner stopped by picnic tables, a bowling alley and the rooftop hot tub on the base, which borders a working-class neighborhood near downtown. An adult entertainment shop sits on a crime-ridden street near the base; sailors are barred from the thoroughfare.

The most common infraction Tate said he had handled so far were male sailors violating base rules banning earrings. Still, he said he believed his impromptu appearances were helping to keep people in line.

"They know we're watching them," he said.

Associated Press writers Susanne M. Schafer in Parris Island, S.C., Juan Carlos Llorca in El Paso, Texas, and Melissa Nelson-Gabriel in Pensacola, Fla., contributed to this report.

Texas Senate again to take up tough abortion rules

AUSTIN, Texas (AP) ? Hours before final debate began Friday on tough new abortion restrictions, demonstrators on both sides of the issue filled the Texas Capitol, opponents in orange and some carrying gynecological devices and supporters wearing blue and toting images of fetuses and Bible verses.

The circus-like atmosphere marked the culmination of weeks of protests, the most dramatic of which came June 25 in the final minutes of the last special legislative session when a Democratic filibuster and subsequent protest prevented the bill from becoming law.

The Senate's leader, Lt. Gov. David Dewhurst, is determined not to let anything ? or anyone ? derail a vote again.

"We're going to have strict enforcement. If there are any demonstrations, we are going to clear the gallery," Dewhurst said Thursday. "I hope we don't get to that point but if we do, we do. This is a democracy and we will not be interrupted from doing the people's work by an unruly mob."

House Bill 2 could shut all but five abortion clinics in Texas and would be a win long-eyed by conservatives who make abortion a key campaign issue, but the raucous debate surrounding the measure has also given Texas Democrats newfound momentum. The Republican majority is expected to ultimately pass the bill, with Democrats left to do little more than enter into the legislative record material that could help defeat it in federal court.

Senators were expected to begin debate on the bill Friday afternoon, with a vote to follow in the evening or possibly early Saturday morning.

Dozens of extra police officers guarded the gallery and patrolled the hallways.

For those who break the chamber's rules, the Texas Constitution gives Dewhurst the authority to jail them for up to 48 hours, no court necessary. Every person who enters the gallery will be issued a copy of the "rules of decorum" that stipulate there can be no demonstrations or attempts to disrupt the chamber's work.

Some arrived as early as 4:30 a.m. Friday and the crowds continued to line up throughout the morning at the security station to get in the building, some carrying folding camping chairs ? despite signs at the Capitol barring camping equipment. Abortion rights activists wore orange, with the latter dominant among the early crowd.

Among the first two in line were anti-abortion activist Johanna McCrary of Conroe and abortion rights supporter Kristi Lara of Dallas. Both came to the Capitol after the filibuster and have been in Austin for more than a week.

"This is a civil rights issue," Lara said, comparing the efforts of abortion rights activists to demonstrations during the civil rights era.

"We will not give up the rights our mothers and grandmothers fought for," said Lara, who was wearing an orange dress with a white sash that read "Vote for Women" and had a plastic speculum, a gynecological instrument, hanging from her neck.

Senate Sergeant-At-Arms Rick DeLeon said Friday that no props ? including speculums and coat hangers ? will be allowed into the Senate gallery, per decorum rules.

For Dewhurst, who lost control of the Senate to what he called an "unruly mob" during a debate two weeks ago, his political survival relies on the bill's passage. Once considered a formidable politician, Dewhurst bid goodbye to his Senate colleagues in 2011, expecting to easily win a U.S. Senate seat. But tea party favorite Ted Cruz painted him as a moderate, and now he has three challengers in the Republican primary for re-election.

Democrats successfully defeated the bill in the regular legislative session. During the first special session, the Senate didn't take up the bill until the final day. That allowed Fort Worth Sen. Wendy Davis to use a filibuster to delay a vote. When Republicans rushed to try to pass the bill in the session's final 15 minutes, angry protesters began shouting and screaming from the gallery. Dewhurst could only watch with frustration as a half-dozen state troopers tried to remove more than 450 people.

As for the GOP, the restrictions are a top priority for the Christian conservative voters who make a majority of Texas Republican voters and want abortions banned. Democrats, however, see in the protests as an opportunity that could help them break a 20-year losing streak for statewide office.

Democrats believe Republicans have overreached in trying to appease their Christian conservative base and alienated suburban women, a constituency that helped President Barack Obama win re-election. Democrats have helped organize the recent protests ? more than 5,000 people swarmed the Capitol last week ? and top lawmakers have toured the state as part of Planned Parenthood's Stand With Texas Women campaign to raise awareness about the new law.

The measures under consideration Friday mirror restrictions passed in Mississippi, Ohio, Oklahoma, Alabama, Kansas, Wisconsin and Arizona, but passing them in the nation's second-most populous state would be a major victory for the anti-abortion movement.

The Texas bill would require doctors to have admitting privileges at nearby hospitals, allow abortions only in surgical centers, limit where and when women may take abortion-inducing pills and ban abortions after 20 weeks. Only five out of 42 existing abortion clinics meet the requirements to be a surgical center, and clinic owners say they can't afford to upgrade or relocate.

Republicans insist the restrictions would guarantee better health care for women and fetuses. But critics see it as a way of regulating all Texas abortion clinics out of business.

The one thing both sides can agree on is that abortion rights groups will file a federal lawsuit as soon as Republican Gov. Rick Perry signs the bill into law. Judges elsewhere have stopped enforcement of similar laws while they work their way to the U.S. Supreme Court.

Mobile phones taxes will take a toll on consumers - SpyGhana.com

The Parliament of Ghana recently passed into law a bill that places an import tax on telephones and mobile phones. Prior to this, there was zero tax on mobile phones importation.

The law, Customs and Excise Amendment Bill 2013 seeks to impose a 20 per cent levy on mobile, cellular and satellite phones imported into the country and is expected to enable government raise an amount of GH?49.8 million to support its developmental activities for the year.

The amended Customs and Excise (Duties and Other Taxes) (Amendment) Act, 1996 (Act 512) imposes import duty on telephone and mobile phones, reduces the environmental excise tax on plastic and plastic products from 15 per cent to five per cent.

The new law therefore repeals the Tariff No 6 of the Customs and Excise (Duties and other Taxes) Act, 2012 (Act 840).

The government?s immediate purpose for this tax is to raise additional revenue for the budget-to mitigate a widening deficit. In addition it explained that the tax will protect domestic manufacturers of mobile phones and protect jobs in the sector.

Before the tax came into force, Parliament?s Finance Committee, Vice Chairman, Gabriel Kodwo Essilfie, observed that import duty on telephone sets were removed in? 2008, however this did not yield the intended results. Rather, their prices increased, hence the government?s reintroduction of the import duty.

The problem with this law however is that, government?s revenue generation; protection of local manufacturers and jobs in the sector are only a partial consideration of the overall costs and benefits of the law.

Ghana has over 25 million mobile phone subscribers, exceeding the 100% penetration rate. This figure however can be deceptive as it does not mean that all 24 million Ghanaian?s own mobile phones or subscribe to mobile phone services. There is however a phenomenon of people subscribing to more than one mobile operator service.

The mobile ecosystem is made up of mobile operators, mobile phone users, importers and retailers of mobile handsets, vendors of recharge vouchers, repairers, and dealers in accessories and so on.? At the same time, mobile telephony has opened up more possibilities and has facilitated innovation in agriculture, education, health, security and better governance.

The sector also offers opportunities to applications developers and programmers.

The contribution of the sector to the economy is significant and its potential contribution to GDP is estimated to be 2.40%.? Moreover studies by the World Bank, show that there is a direct relationship between mobile penetration and GDP. In developing countries, it has been shown that for every 10% increase in mobile penetration there is a 0.81% point increase in a country?s GDP (in developed countries this figure falls to a 0.60% contribution).

According to the Ghana Chamber of Telecommunications, the sector has created over 1.5 million jobs in the country and inflation in the telecommunications industry is 0.6 per cent, the lowest among all the key sectors in Ghana, the report indicated.

A 2010 Ghana Statistical Service report had said the telecoms industry has been a key driver of economic growth. It said the sector directly accounted for 7% of investments in Ghana, 10% of government income, and 2% of GDP.

It is however clear that without mobile phones the whole mobile ecosystem and the associated sectors cannot function. What therefore is the basis for the tax on mobile phone imports?

Every governmental policy should be weighed and balanced to avoid the costs of such a policy exceeding the benefits. The key issues to analyze here are whether the government?s assertion that the tax is to protect domestic producers or manufacturers as well as protect jobs are verifiable.

Does Ghana have mobile phone ?manufacturers?? What is the contribution of these manufacturers to GDP compared to the number of people who would be denied access to mobile phones?? What is the number of jobs that can be protected from the manufacturers compared with the number of jobs in the so-called non-manufacturing sector of the mobile phone ecosystem?

The import tax clearly goes against one of the main drivers of mobile subscription growth in Africa: low-cost handsets coupled with pre-paid services have made ownership of mobile phones affordable. Moreover mobile phones have become essential consumer goods and status symbol throughout the continent, as such; the import tax could curtail consumer?s ability to spend on handsets.

The import tax will also affect the communication ability of many Ghanaians. According to the African Mobile Observatory 2011, mobile services have become the primary means of voice communication for many of the inhabitants of Africa as the number of fixed-lines has stagnated or has not increased as mobile phones have. Hence mobile phones are the main communication tool available to many people.

By increased penetration of mobile phones, Africa is at the forefront of global Mobile Money industry, but Ghana is not yet able to develop its mobile money industry to the level of other African countries. With the import tax, efforts in that direction could be hampered.

Visa Inc. did a study recently which says 93 percent of Ghanaians are aware of the mobile money product, but not many Ghanaians seem to be using the service. The study, though fails to indicate how many Ghanaians use the service.

The import tax on mobile phones could have potential negative impacts on ICT development broadly.

ICT has been recognized as the key driver for sectors such as health, education and agriculture.? Ghana?s Ministry of Communication is cited by the Africa Mobile Observatory as stating that: ?The government of Ghana is committed to pursuing an ICT for Accelerated Development (ICT4AD) vision aimed at improving the quality of life of the people of Ghana by significantly enriching their social, economic and cultural well-being through the rapid development and modernization of the economy and society using information and communication technologies as the main engine for accelerated and sustainable economic and social development?

The imposition of import tax on mobile phones is therefore at variance with this statement and reflects a policy conflict.

Neuchatel 2013 Review: IN THE NAME OF THE SON Has The Church In Its Crosshairs

Evoking the gospels both sacred and profane (Father Tarantino, hallowed be thy name), Vincent Lannoo's In the Name of the Son (Au nom du fils) is divided into six 'books'. It is only fitting for a film that veers wildly between farce and tragedy, but also between engaging thriller and limp noodle.?

It's a savage and incendiary take down of the Catholic Church that is, somewhat improbably, soft as a whisper -- a valentine to forgiveness and spirituality. As a follow up to his deadpan mockumentary Vampires, I don't think anybody could have seen this one coming.

The film opens with a YouTube prologue, where two burly and buffoonish priests make a series of increasingly ridiculous requests of their parish -- Money? Time? 500 pounds of cement, gravel and roofing materials? Of course you should volunteer it, this is The Church we're talking about! -- and Lannoo appears to be laying his cards on the table. That one priest will be later revealed as a pedophile and the other a violent militant is not the subversive ace Lannoo has up his sleeve. Instead, it's his insinuation that maybe, despite all else, they aren't so wholly irredeemable.

Neither of the two priests are the film's protagonist; that would be the devout and pious Elisabeth (Astrid Whettnall). Prim housewife, mother of two, Christian talk radio host, Elisabeth is a model true believer. So much so that she clings to her faith when her life starts being beset by a series of Job-like catastrophes. Just how Job-like? Let's make this brief. Her husband accidentally shoots himself; her church lies about how he died. Her priest molests her 14-year-old son; her son reveals it live on air. Her son thinks he might be gay; her response is to condemn him. Her son puts his chin over a rifle and pulls the trigger; she opens the door just in time to see it. This all happens in the first 20 minutes. Did I mention it's a comedy?

While the poster and preview (embedded below, though heads up -- it's only in French) play up the film as an avenging angel crusade, this is not Death Wish For Jesus. The tone it strikes is more wryly perverse, depicting its sordid goings on through a veil of absurdist irony, similar to Ben Wheatley's Sightseers and Todd Solondz's everything. In fact, it's helpful to look at the film as a kind of Solondz offering for the Sunday school set.?

Lannoo is never afraid to let his characters perform heinous acts, but at the same time refuses to let them be entirely defined by those actions. He depicts the hermetically sealed world they live in with all the requisite kitsch you'd expect, but not without warmth as well. Elisabeth's call-in radio show is ridiculously inane, but the answers she gives are well thought out and sincere. The people in her world may be sheltered and small-minded, but they're not worthy of scorn.

    Except the clergy, that is.

The real problem with organized religion, the film argues, is the organization part. What sets Elisabeth down the warpath is not the events that happen to her and her family, but the cover-ups. In an extremely provocative insinuation that I wish the film had pursued a little bit further, Lannoo suggests that his character is not going to war with the Church, but rather trying to serve it. That by hunting down pedophile priests protected by the Holy See, by casting the wolves from the flock, she can cleanse the institution she loves so dearly. I don't think it's much of spoiler to say that doesn't quite happen.?

While Lannoo may condemn the institution, he doesn't disparage its teachings. Father Achille, the priest who initiates the relationship with Elisabeth's son, also teaches him lessons of value. After his father's death, Jean starts careening towards xenophobic skinhead nationalism, and it's Achille who sits him down and gets him out of it. Achille is still a pedophile, protected by a corrupt hierarchy, but that doesn't make his wise words about tolerance any less true, just all the more disturbing when the camera pans down and his hand is on Jean's.

The executions evince this same murkiness, and it is much to the detriment of the film. The violent second act is a lot slower and even-handed than what marketing materials show, with many characters giving monologues, and many kills happening just off screen -- couldn't get enough squibs, maybe? -- to the extent that I'm not quite sure how much fun I actually had with the film. Don't get me wrong; it gives you a lot to chew on. Here at the Neuch?tel film fest, I've seen people get into hours-long conversations about the film. But it almost plays better in reflection, in conversation, than it does on screen.

I suppose it's a fool's errand to criticize a film that gets you talking, gets you thinking, but there's something peculiar about this one. It's odd for an 80-minute film to feel overstuffed, but there you have it. It's to be expected. The Church is a maddening, overripe subject. As an outlet for a lifetime of mixed feeling about it, In the Name of the Son is Vincent Lannoo's exorcism.
