County DSS: We need more foster families | Denver Weekly | News ...

Fifteen children have been placed into the temporary or permanent custody of Denver couple Kim and Ted Palmer.

Not counting their two biological children, a 14- and a 16-year-old, they have adopted one child, found adoptive families for two foster children currently in their custody and helped reunite children with parents who needed help getting back on their feet.

The Palmers are one of Lincoln County?s 17 foster families, although three are only licensed to take care of relatives, such as grandchildren, nieces or nephews. Six of the county?s foster families live in the Denver area.

?To see children go from hurting and feeling sad to being able to laugh again is amazing,? Kim Palmer said.

Out of the 71 Lincoln County children in foster care, 16 live with families within the county as of Oct. 31, said Sandy Kennedy, foster care and adoption program manager for the Lincoln County Department of Social Services.

Being forced to move away from home, she said, creates even more disruptions after a child is removed from their family. This means the department needs more local families to meet the county?s needs. Ideally, Kennedy said, the county needs about eight more foster families to bring its total up to 25.

?Our goal is to keep those children stable,? she said. ?They don?t need to lose school teachers or neighborhood friends or that one nurse or doctor they have a special bond with.?

When choosing a foster family for a child, Kennedy said, DSS staff members look at factors such as the number of children living in a home and their ages. Some children might need a stay-at-home parent or two parents living in the home.

Prospective foster families go through an extensive vetting process that includes a 30-hour mandatory training class, home inspections, interviews with licensing workers and criminal background and reference checks.

There are challenges that prospective foster families need to be aware of before pursuing the application process, Palmer said. Her teenage kids, for example, have had to share their rooms and their parents.

?My 16-year-old shares a room with a 7-year-old and my 14-year-old has shared a room with an infant,? she said. ?They?ve had to sacrifice, but they share the same heart that we do when it comes to opening our home.?

Foster parents can also become attached to the children in their care, she said, creating feelings of sadness and anxiety when it?s time for them to go live with their permanent families.

?The question we get asked 99.9 percent of the time is ?How can you watch a child leave after you?ve become attached??? Palmer said. ?But you have to remember that its not about you, its about the children.?

Once a child is placed in a foster home, county social service and court workers try to come up with a plan to place a child with a permanent family within one to two years, Kennedy said. That could mean the child might return to its birth family or the county finds an adoptive family.

?Our overarching goal is to achieve permanence,? Kennedy said.

Kim Palmer said one of the most rewarding aspects of foster parenting is watching a family reunite. In one case, she said, she and her husband fostered the children of two teenage parents.

In addition to providing a safe and secure environment for the kids, the Palmers helped mentor the young couple and taught them the ins and outs of parenthood.

?To watch a family be reunited is the greatest reward you will ever get,? Kim Palmer said. ?We got to hand their children back to them and say, ?Hey, you?re going to do a great job.??

In the case of the two foster children living in the Palmer home ? a 7- and 10-year-old ? they will soon be adopted by family friends of the Palmers.

Nine Lincoln County children have either been adopted by their foster families or outside families so far this year, Kennedy said.

?We just try to make them feel as secure as possible so they can begin to trust people again,? Kim Palmer said. ?Trust is the key.?

(AP) ? A wealthy Missouri man posing as "Secret Santa" stunned New Yorkers, handing $100 bills to many in Staten Island who had lost everything to Superstorm Sandy.

The Kansas City businessman is giving away $100,000 this holiday season, and spent the day in New Jersey and New York giving away thousands. But he says money is not the issue.

"The money is not the point at all," said the anonymous benefactor on Thursday as he walked up to surprised Staten Island residents and thrust crisp bills into their hands. "It's about the random acts of kindness. I'm just setting an example, and if 10 percent of the people who see me emulate what I'm doing, anybody can be a Secret Santa!"

A police motorcade with sirens took him across the borough, passing a church ripped from its foundations and homes surrounded by debris. At a nearby disaster center run by volunteers, a woman quietly collected free food and basic goods.

"Has anyone given you any money?" he asked her.

"No," replied Carol Hefty, a 72-year-old retiree living in a damaged home.

"Here," he said, slipping the money into her hand.

"But this isn't real money!" said Hefty, glancing at the red "Secret Santa" stamped onto the $100.

"It is, and it's for you," he told her.

She broke down weeping and hugged him.

And so it went, again and again.

Secret Santa started his daylong East Coast visit with stops in Elizabeth, N.J. Keeping close watch over the cash handouts was his security entourage ? police officers in uniform from New York and New Jersey, plus FBI agents and former agents from various states. Some have become supporters, wearing red caps marked with the word "elf" and assisting "Santa" to choose locations where people are most in need. He himself wears an "elf" cap and a red top, plus blue jeans.

The group must choose stops carefully, and refrain from simply appearing outdoors in a neighborhood, lest they be mobbed by people hearing that cash is being handed out.

At a stop at a Staten Island Salvation Army store, one woman was looking over a $4 handbag. "But you get $100!" he told her, offering the bill.

"Are you serious?" said Prudence Onesto, her eyes widening. "Really?"

"Secret Santa," he deadpanned, breaking into a broad grin.

The 55-year-old unemployed woman opened her arms and offered him a hug.

An aisle over, 41-year-old Janice Kennedy was overwhelmed: She received four $100 bills.

Unemployed with a 2-year-old daughter, she lost her home in the storm and lives with her boyfriend. The money will go toward Christmas presents and her toddler's next birthday.

"You're not alone. God bless you!" the Missouri stranger told Phillip and Lisa Morris, a couple in their 30s whose home was badly damaged ? but now had an extra $300 in cash for rebuilding.

Secret Santa took up the holiday tradition from a close Kansas City friend, Larry Stewart, who for years handed out bills each December to unsuspecting strangers in thrift stores, food pantries and shelters. Stewart died in 2007 after giving away more than $1 million to strangers in mostly $100 bills.

The current Secret Santa will not divulge his name. Nor does he allow his face to be photographed. But he said he's been to cities across America, from San Diego to Chicago to Charlotte, N.C.

A reporter asked whether he might be a sort of Warren Buffett of Kansas City. He smiled mysteriously and said only that he admires Buffett for his philanthropy. "And I hope I give all my money away before I die."

Then, as suddenly as he arrived, the generous stranger left for the airport and home, riding in the volunteer motorcade he jokingly calls "my sleigh," zipping with ease through red lights and city traffic.

All the Christmas presents are starting to roll in. Some are coming to my office and some are going to my mom's house. When they all get here I will start wrapping them. Indiana Jones (Harrison Ford) is no ordinary archeologist. When we first see him, he is somewhere in the Peruvian jungle in 1936, running a booby-trapped gauntlet (complete with an over-sized rolling boulder) to fetch a solid-gold idol. He loses this artifact to his chief rival, a French archeologist named Belloq (Paul Freeman), who then prepares to kill our hero. In the first of many serial-like escapes, Indy eludes Belloq by hopping into a convenient plane. So, then: is Indiana Jones afraid of anything? Yes, snakes. The next time we see Jones, he's a soft-spoken, bespectacled professor. He is then summoned from his ivy-covered environs by Marcus Brody (Denholm Elliott) to find the long-lost Ark of the Covenant. The Nazis, it seems, are already searching for the Ark, which the mystical-minded Hitler hopes to use to make his stormtroopers invincible. But to find the Ark, Indy must first secure a medallion kept under the protection of Indy's old friend Abner Ravenwood, whose daughter, Marion (Karen Allen), evidently has a "history" with Jones. Whatever their personal differences, Indy and Marion become partners in one action-packed adventure after another, ranging from wandering the snake pits of the Well of Souls to surviving the pyrotechnic unearthing of the sacred Ark. A joint project of Hollywood prodigies George Lucas and Steven Spielberg, with a script co-written by Lawrence Kasdan and Philip Kaufman, among others, Raiders of the Lost Ark is not so much a movie as a 115-minute thrill ride. Report: Kabul Bank sent millions of dollars abroad

KABUL, Afghanistan (AP) ? Hundreds of millions of dollars from Kabul Bank were spirited out of Afghanistan ? some smuggled in airline food trays ? to bank accounts in more than two dozen countries, according to an independent review released on Wednesday about massive fraud that led to the collapse of the nation's largest financial institution.

The report, which was financed by international donors, offers new details about how the men at Kabul Bank and their friends and relatives got rich off $861 million in fraudulent loans in what the International Monetary Fund has called a Ponzi scheme that used customer deposits and operated under nascent banking oversight in the war-torn country.

The report describes Kabul Bank as a sophisticated operation with one set of books for the eyes of regulators and another in the back room that logged how those running the bank and others were fattening their wallets.

Loans were made, but rarely repaid. Borrowers took out loans to pay back loans. Company documents and financial statements were fabricated. The bank's credit department used more than 100 corporate stamps for fake companies to make documents look authentic. The bank operated some of its more than 100 branches without a permit from the government.

The 87-page report, which was conducted to satisfy one of several benchmarks the IMF asked the Afghan government to meet in cleaning up the scandal, points to poor oversight by Afghan banking regulators, political interference in the criminal investigation and activities by a special judicial tribunal hearing the case that it said were "well outside the legal norms of criminal procedure."

The bank's failure and subsequent bailout represents more than 5 percent of Afghanistan's gross domestic product, making it "one of the largest banking failures in the world," according to the report by the Independent Joint Anti-Corruption Monitoring and Evaluation Committee. The report said "hundreds of millions" were sent out of the impoverished nation where Afghan, U.S. and NATO forces are fighting an 11-year-old war with the Taliban and other militants.

"Every citizen in Afghanistan will bear the cost of the hundreds of millions of dollars required to secure deposits and the tens of millions of dollars required to deal with the aftermath," the report said. "This is real money from the annual budget of the government that could be much better spent on other priorities, such as education, health care, infrastructure or security."

The Kabul Bank scandal is a saga about money-grabbing, weak banking oversight, lax prosecution, nepotism, political contributions and fraud. The cast of characters includes a poker-playing bank chairman, an Afghan central bank chairman who feared his life was endangered and fled to the U.S., the wealthy brothers of the Afghan president and vice president, and bank shareholders ? some who bought posh properties in Dubai and spent lavishly on themselves and their circle of friends and relatives.

President Hamid Karzai announced in April 2011 that Kabul Bank would be put into receivership. Earlier this month, a trial began for more than 20 people indicted in the debacle, which has become a symbol of the country's deep-rooted corruption and cronyism. The case is being closely followed by Afghans and international donors because it is a barometer of government officials' pledge to root out patronage, graft and show accountability to international donors.

The report said Afghan authorities learned in late 2009 that "Kabul Bank was moving money through food trays" on flights operated by Pamir Airways, a multimillion-dollar Afghan airline that was established with loans from the bank and has since gone out of business.

An official knowledgeable about the report said as much as $900 million ? a majority derived from loan schemes ? was moved out of the country through electronic transfers between March 2007 and April 2011. That money, the official said, ended up in bank accounts in 28 countries, including the United Arab Emirates, Latvia, China, Turkmenistan, Britain, Kazakhstan, South Korea, Turkey, Russia, the United States and Switzerland.

The official spoke on condition of anonymity because he was not authorized to disclose the information, which was not included in the report.

According to the report, 10 Pamir Airways pilots were paid $320,000 in salaries between March 2008 and November 2010 under the description of "pilots of cash delivery."

The report said the Afghan attorney general's office recently asked for international assistance in tracking the funds abroad but the request was limited to help from four countries ? Switzerland, France, Britain and India ? for information on funds tied to the former top two bank executives.

The report also criticizes the attorney general's office for not undertaking a substantial probe into the bank until April 2011 ? a year after the news of the bank's problems surfaced, eight months after nervous customers ran to withdraw deposits and five months after the central bank had asked the attorney general's office to start a criminal investigation.

The indictment names more than 20 bank executives, bank employees, central bank workers and others who allegedly benefited from the fraud. The charges include money laundering, misuse of authority, using counterfeit documents and opening accounts under pseudonyms. But the report claims the indictment is tainted by political influence.

"Information received during the inquiry indicates that the final decision about who to indict was made at the political level in the spring of 2011 by a high-ranking committee ? and that prosecutors from the attorney general's office were called in to amend the indictment to conform to the decisions taken," the report said.

Basir Azizi, a spokesman for the attorney general's office, said Tuesday that the Kabul Bank case was not treated as a political issue.

"We strongly reject any comments that the attorney general's office dealt with this case as a political issue," he said.

The committee also is critical of the special tribunal that Karzai created to hear the case. The report said the tribunal has had off-the-record meetings with accused individuals and potential witnesses, has conducted its own probes on the sidelines and has held meetings with shareholders, urging them to repay money ? a job tasked to the receivership.

As of Oct. 31, the receivership has recovered $135.3 million in cash as well as assets with a book value of $181.1 million, according to the committee.

The report gives the Afghan central bank credit for carrying out various examinations of the bank, saying it tried to take enforcement measures or corrective actions four times after consistently spotting regulatory violations. But the committee said that unless the central bank and other Afghan institutions move to operate independently, stand up to political interference and hold wrongdoers accountable, the Afghan government will never be able to sustain a fully functioning democracy.

The report said $861 million, or 92 percent of Kabul Bank's loan book, went to 19 individuals and companies. Among them are key bank shareholders, including Sherkhan Farnood, the former bank chairman and a world-class poker player, former chief executive officer Khalilullah Ferozi, and the brothers of Karzai and first Vice President Mohammad Qasim Fahim.

Other bank funds ? an estimated $66 million ? were spent on lavish expenses, cars, rent, bonuses, salary advances and salaries for employees that did not exist

In 2009, the central bank advised Afghan banks to refrain from making political contributions in the presidential campaign.

"This letter was not enough to dissuade Kabul Bank, which reportedly provided millions of dollars to the campaign of at least one presidential candidate ? in addition to dozens of cars, and payment of the entire media campaign including billboards and television advertisements," the report said.

Mike Holmgren leaving Browns uncertain of future

BEREA, Ohio (AP) ? Mike Holmgren's run as a team president is over, ending prematurely and before he planned.

For weeks, he has hung around Cleveland's offices doing what he could to help new owner Jimmy Haslam. Holmgren attended meetings, practices and games. He talked with players, coaches and consulted with his replacement, CEO Joe Banner, now in charge of running the Browns.

Holmgren made his pitch for the team to keep coach Pat Shurmur and general manager Tom Heckert beyond this season.

And now, there's nothing left. It's time for Holmgren to move on to the next phase of his life, which may or may not include another foray as an NFL coach.

Last week, he knew his work was finished.

"I was done," he said. "I already passed the baton."

Less than three years after signing a five-year contract with former owner Randy Lerner to fix Cleveland's franchise, Holmgren is leaving. His final day with the Browns will be Friday, and after that he and his wife, Kathy, will return to their home in Arizona, where the 64-year-old will contemplate his future.

"We are going to fly to Phoenix on Saturday and catch my breath a little bit and take it easy and ride my motorcycle," Holmgren said. "I honestly don't know if I'm going to go back to work immediately or not and I don't know if it's going to be in football."

This was not the exit he envisioned.

Holmgren thought he would leave amid a playoff push or as Cleveland celebrated finally winning a Super Bowl title like the one he helped bring to Green Bay. But everything changed when Haslam bought the Browns for $1.05 billion and hired Banner, who built the Philadelphia Eagles into perennial contenders.

Holmgren was the odd-man out.

He stayed to assist Haslam and Banner with the transition, and while he got some things accomplished, it became obvious he was no longer needed.

The Browns went just 12-31 under Holmgren, but he's proud of restoring the business side of the Browns and an on-the-field turnaround that may not be evident for several more years.

As he walks away, Holmgren was asked if he feels somewhat unsatisfied.

"Any time you don't reach your goals in this business on one hand then, yeah," he said. "Having said that, though, I really can feel good, and the guys who have been here can feel good about what the future holds. But time will tell."

It wasn't until he left the sideline that Holmgren realized how much he missed coaching. He longed for the interaction with players, and the chance to teach. He still hasn't gotten comfortable watching games from the press box, and he's hinted that he might coach again ? in the right situation.

After reports surfaced that he would be interested in coaching in Dallas if Jason Garrett was fired, Holmgren said he did not know where those rumors started. However, they gained more traction when he recently met owner Jerry Jones on the field before the Cowboys hosted the Browns.

Holmgren said he called Jones beforehand and they agreed it was OK to be seen together publicly.

"I phoned him and said if this caused any problem for anyone I apologize for that," Holmgren said. "He said absolutely not. I said, 'Listen, every time we play against each other, and it's been a number of times, we've always said hello and been cordial.' I said maybe this time I shouldn't do that if you rather I'd not do that. And he said, 'If you don't come and see me' in typical fashion, if you know him. I said, 'OK.' I talked to Stephen (Jones' son) before then Jerry came out. We talked about the stuff we always talk about ? family and the Salvation Army."

Holmgren, who last coached for Seattle in 2008, insists he isn't close to making a decision on a return to coaching.

"As of right now, I really haven't given it much thought other than the fact there are no plans right now," he said.

Banner said if Holmgren decided to coach, the Browns don't have any agreement where they would be compensated.

"Mike's free to do what he wants next in this field or whatever he'd like to do," he said.

Banner has spent time over the past few weeks meeting with Holmgren and has gotten a better handle on where the Browns are as an organization.

"He was just incredibly helpful and professional and supportive," Banner said. "As you know, we were more than happy to have him stay. But as he said from the beginning that once he kind of made the difference he could, it would probably be time to leave. I'm really appreciative of the time we had together. I think it helped me. I learned a lot through it."

During what he called "brutally honest" conversations with Banner, Holmgren gave strong endorsements not only for Shurmur and Heckert, but others working for the Browns. Before leaving, he wanted to make sure some of the people he had hired were given a fair chance to keep their jobs.

"All I could do is be honest and tell him what I thought," he said. "We had to make a bunch of changes in our first year, too. And so, we talked about that. Holmgren exits the Browns with one regret ? not winning enough.

He feels he did all he could, and although he thought he understood the city's passion for the Browns, it was only when he came here that he fully grasped it.

He's leaving, but some of him will stay in Cleveland. When he watches the Browns from now on, he'll do so with pride.

"When they do well, I'll feel good about that," he said. "I'll feel good for the players and I'll feel good for the coaches and the organization and the people because I was here. I am very thankful that I got this opportunity to do this."

Man who killed teens in break-in charged with murder

A 64-year-old Minnesota man was charged Monday with murder for killing two teenagers who he said broke into his Little Falls home, shooting them in the head, the Minneapolis Star Tribune reported.

Byron David Smith was arrested after he told police he shot and killed two teenagers who he said were breaking into his home on Thanksgiving Day.

"If you're trying to shoot somebody and they laugh at you, you go again," Byron David Smith of Little Falls told investigators, according to a criminal complaint filed Monday.

Smith was charged with two counts of second-degree murder in the deaths of Haile Kifer, 18, and her cousin, Nicholas Brady, 17, both of Little Falls. The teens were shot on Thanksgiving Day, but their deaths weren't reported until Friday.

Brady has also used the name Schaeffel, which is his mother?s maiden name, at times for family reasons, according to the sheriff's office.

In the criminal complaint, Smith said he was in the basement of his remote home about 10 miles southwest of Little Falls when he heard a window breaking upstairs, followed by footsteps that eventually approached the basement stairwell. Fearful after several break-ins, according to the complaint, Smith said he fired when Brady came into view from the waist down.


After the teen fell down the stairs, Smith said he shot him in the face as he lay on the floor.

"I want him dead," the complaint quoted Smith telling an investigator.

Smith said he dragged Brady's body into his basement workshop, then sat back down on his chair, and after a few minutes Kifer began coming down the stairs. He said he shot her as soon as her hips appeared, and she fell down the steps.

Smith said he tried to shoot her again with his Mini 14 rifle, but that the gun jammed and Kifer laughed at him.

"Smith stated that it was not a very long laugh because she was already hurting," according to the complaint.

Smith said he then shot Kifer in the chest several times with a .22-caliber revolver, dragged her next to Brady, and with her still gasping for air, fired a shot under her chin "up into the cranium."

"Smith described it as 'a good clean finishing shot,'" according to the compliant, but also that he acknowledged he had fired "more shots than (he) needed to."

The following day he asked a neighbor to recommend a good lawyer, according to the complaint. He later asked his neighbor to call the police.

A prosecutor called Smith's reaction "appalling."

"Mr. Smith intentionally killed two teenagers in his home in a matter that goes well beyond self-defense," Morrison County Attorney Brian Middendorf said after Smith appeared at Morrison County District Court on Monday morning. Bail was set at $2 million.

Minnesota law allows a homeowner to use deadly force on an intruder if a reasonable person would fear they're in danger of harm. Smith told investigators he was afraid the intruders might have a weapon.

Smith's actions "sound like an execution" rather than legitimate self-defense, said David Pecchia, executive director of the Minnesota Chiefs of Police Association. Pecchia said his statements to investigators suggest he had eliminated any threat to his safety by wounding the cousins.

Smith's brother, Bruce Smith, told the Star Tribune of Minneapolis that the incident was the eighth burglary at Byron Smith's home in recent years.

The only report the Morrison County sheriff's office has for a break-in at the home was for one on Oct. 27. It shows Byron Smith reported losing cash and gold coins worth $9,200, plus two guns worth $200 each, photo equipment worth more than $3,000 and a ring worth $300.

Little Falls is about 100 miles northwest of Minneapolis.

Brady's sister, Crystal Schaeffel, told the Star Tribune that Kifer had broken into her home before. Little Falls police records show Crystal Schaeffel reported a theft Aug. 28, but the department said the report was not public because that investigation was continuing and because it named juveniles.

Tessa Ruth, an aunt of Brady, attended Smith's hearing. She told the Star Tribune she wished the man had fired a warning shot or alerted the police instead of shooting the teens.

"It wasn't right for them to be there and, yes, he had a right to defend himself. But to execute them like that..."

A Facebook page was created to commemorate the teens.

How I Know When to Drop Collision & Comprehensive Auto Insurance

Although we refuse to admit it, everybody is occasionally guilty of holding on to things a little longer than they really should.

I often question the Honeybee?s motives regarding her proclivity to keep around old birthday cards and our kids? elementary school papers. If you?re interested, I?m sure she can show you the very first perfect score Matthew ever received on a spelling quiz he took in kindergarten. Never mind that our son is now a high-school sophomore ? or that our closet is getting really full.

Whenever I ask the Honeybee why she refuses to toss stuff like that in the trash after all these years, she always comes back with the same frustrating response: ?Hey, you never know.?

I guess that?s true, but it defies all sense of reason.

Before you accuse me of throwing rocks from my glass house, I realize I?ve got my own issues with being unable to let go, too.

I remember the time I stubbornly refused to part company with my trusty ? but very old ? barbecue grill, even though it was clearly ready for the scrap heap.

Don?t laugh, ladies. The truth is, most guys tend to get attached to their barbecue grills the same way they get attached to their dogs. It?s practically a law of nature, as sure as the sun rises in the east and sets in the west.

I know a lot of folks make the same mistake when it comes to keeping the collision and comprehensive coverage on their auto insurance ? especially people like myself who drive older cars. Don?t think I didn?t keep that in mind earlier this month when I was renewing the insurance my 1997 Honda Civic and 2001 Honda Odyssey.

We all need liability insurance, which?protects us from damage we do to others or their property. However, that?s not necessarily true for collision and comprehensive insurance which covers:

  • repairs or replacement to your car if you?re in an accident that?s your fault.
  • losses caused by theft, vandalism, natural disasters, and other events.

Why? Because oftentimes the potential benefits derived from insurance may not be worth the premiums when compared to the actual risk.

Of course, that requires making a few assumptions and then running the numbers.

To help me make my decision, I used a spreadsheet to summarize the comprehensive and collision premiums my insurance company was offering on each vehicle, and evaluate the potential coverage benefits. Here?s what it looked like:

Before I could make a proper analysis on whether or not comprehensive and collision insurance was worth the price, I had to determine the replacement costs of the vehicles being insured. I used the Kelly Blue Book private-party sale figures to help estimate the value of both my cars. For the 2001 Odyssey, that?s approximately $5250.

The next step was to determine the actual benefit of each type of insurance. I determined those values by subtracting the applicable deductibles from the vehicle replacement costs. For example, the Odyssey?s collision insurance benefit was $4250.

Now here?s where the rubber meets the road. Based upon an annual collision premium of $88, it would take about 48 years ($4250/$88) before the total premiums paid would surpass the Odyssey?s replacement cost. Whether that is a good deal ? or not ? depends on how often I expect to get into an accident that would total the vehicle.

In my family?s case, our driver accident rate is, conservatively, roughly once every 20 years. As a result, I decided to keep the coverage on the Odyssey since I would expect to pay, at that premium, slightly less than half the mini van?s total replacement cost over that time period before making a claim. I kept the comprehensive insurance on the Odyssey for the same reason.

As for my trusty Civic, well, that was a different story. After running the numbers, I decided to drop the collision insurance because, with an annual collision premium of $77, and a potential insurance benefit of just $750, it would take less than 10 years before the premiums paid to the insurance company surpassed the car?s replacement value ? a period far shorter than our historical driver accident rate of once every 20 years.

Naturally, before estimating your personal accident rate, you?ll want to take into account changing factors including your past and future driving habits. For example, if you expect to begin racking up more miles because of a longer commute, it may make sense to assume that your risk of getting into an accident will increase somewhat.

On the other hand, you may be able to assume your accident rate will actually decrease if you?ve become a more defensive and responsible driver over the years ? or if you plan on winning the lottery and becoming wealthy enough to eventually hire a chauffeur.

Hey, you never know.

(AP) ? Notre Dame is No. 1 in The Associated Press college football rankings with nothing left to do but wait to find out who its opponent in the national championship game will be.

Toward the bottom of the rankings, there was plenty of movement. Ten Top 25 teams lost this weekend, the most since Oct. 11, 2003.

No. 2 Alabama and No. 3 Georgia, both easy winners in rivalry games Saturday, held their spots in the rankings and will play for the SEC title in Atlanta next weekend.

Ohio State remained No. 4 after completing its perfect season with a victory against Michigan. The Buckeyes (12-0) are banned from the postseason because of NCAA sanctions.

Florida moved up a spot to No. 5 after beating Florida State.

Four teams from BCS non-automatic qualifying leagues are ranked. No. 18 Kent State and No. 19 Northern Illinois will play for the Mid-American Conference title Friday. No. 20 Utah State wrapped up its season as Western Athletic Conference champ.

No. 25 Boise State will play for a share of the Mountain West title against Nevada on Saturday.

The Big East had two teams fall out of the rankings, Rutgers and Louisville. The Scarlet Knights and Cardinals will play Thursday night with the Big East title and BCS bid on the line.

Boise State and No. 22 Northwestern moved back into the rankings.
