FCC Officials Defend Efforts To Police Broadband And GPS Market

House lawmakers expressed concern Friday that federal regulation of the broadband industry threatens the?nation?s economy and national security.

During a hearing held by the House Energy and Commerce Oversight and Investigations subcommittee, officials from the Federal Communications Commission testified about telecom giant Lightsquared, which uses GPS technology to develop high-speed broadband networks.

Colorado Democrat Diana DeGette asked FCC International Bureau Chief Mindel De La Torre about memo she authored last year?comparing the L-Band spectrum to a highway with clogged speeding lanes.

The FCC granted a request for modification of its authority for an ancillary terrestrial component to LightSquared, which is striving to develop a 4G LTE wireless broadband communications network. This allowed LightSquared to offer terrestrial-only devices instead of both terrestrial and satellite.

DeGette defended FCC?s oversight of Lightsquared. ?Over the years LightSquared has sought approval from the FCC to move ahead with its plans and in every step of the way the FCC has solicited and received public comments on the committees proposals.?

Other lawmakers cited concerns regarding harmful interference to GPS devices made by other manufacturers. This interference can either be static or complete blocking of information, they said.

Rep. Brian Bilbray (R-Calif.) asked the FCC agents what they would do to fix this problem because he doesn?t see a positive alternative if the problem isn?t taken care of.

?The alternative is to have a locked-in system that says nope, we won?t allow anyone to move outside any arbitrary lines we make because once you cross those lines we know we can?t get you back,? said?Bilbray.
