Scarce rain in India hits farmers, power supply

LUCKNOW, India (AP) ? Amarnath Sharma has waited weeks for rains to soak his parched rice paddies so that he can start planting. He is one of millions of farmers across India who are hoping and praying for elusive monsoon showers.

But their hopes are being dashed this season: India's Meteorological Department says it expects the country to get at least 10 percent less rain this year than normal during the June-to-September monsoon.

The shortfall also is expected to swell electricity demand in a power-starved nation as farmers turn to irrigation pumps to keep their fields watered. Earlier this week, three of India's regional electricity grids failed for hours in a blackout that affected a swath of the country with about 620 million people.

In a statement late Thursday, the department said rains between June and Aug. 1 have been 19 percent below normal. The remaining August to September monsoon will also be weak because of the impact of warming of the central Pacific Ocean, known as the El Nino, the agency said.

Several Indian states have already declared near-drought conditions and are demanding extra federal funds or announcing large subsidies to help farmers buy diesel fuel to generate electricity to irrigate their fields.

Officials in the northern state of Uttar Pradesh ? India's most populous ? fear that a drought is around the corner.

Sharma, a rice farmer in the state, said if it doesn't rain in the next few days he'll to forgo a rice crop this year.

"At this time of the year we generally make preparations to tackle floods but paucity of rain has raised an apprehension about drought engulfing the major part of the state," state Agriculture Production Commissioner Alok Ranjan told The Associated Press in the state capital Lucknow on Friday.

"We are tired of looking at the sky, but the rain just doesn't fall," he said.

In the country's eastern state of Bihar, at least eight out of 38 districts have received rains 70 percent below normal, said Anil Kumar Jha, the deputy director of the state's agriculture department. Jha said the state is spending 6.19 billion rupees ($112 million) on subsidizing diesel so that farmers could generate electricity to draw up ground water.

Several other states ? Haryana and Punjab in the north, Maharashtra in the west and the southern state of Karnataka ? have all recorded poor rainfall. These states grow a large amount of the country's rice, wheat, oilseeds and cereals.

A poor monsoon sends ripples across the Indian economy because about 60 percent of the country's population works in agriculture and over half of the farmlands are rain-fed with much of the rest irrigated from rapidly depleting underground aquifers. The sector contributes up to 20 percent to India's gross domestic product.

A poor monsoon also can worsen inflation of food prices.

"If the government doesn't help us we will die of hunger. There's no water to drink and no food to eat," said Bharat, the farmer from western India.

When one thinks of iconic fish, Lake Ontario?s lake trout probably don?t come to mind.

They don?t have the spear of a marlin or the taste of a tuna. There are no singing, dancing lake trout hanging on cabin walls. Great Lakes anglers often catch them while targeting the more popular chinook and coho salmon.

But the white-bellied natives of these deep, cold transnational waters have a unique reputation ? one considerably nobler than taking bait or adorning plates: They are a barometer for global pollutants.

For almost 50 years, whenever chemicals have shown up in the lake trout of Lake Ontario, they also have contaminated animals and people throughout the Great Lakes and farther north, in the Arctic.

Its role as a toxic harbinger, begun in the late 1960s, continues as researchers recently discovered another unfamiliar flame retardant ? Dechlorane 602 ? in the trout and in the Canadian Arctic?s beluga whales. This study, the first to detect dechlorane compounds in Arctic wildlife, shows that Dechlorane 602 is persistent in the environment, migrates long distances and accumulates in the food web.

Levels of the compound were higher in Lake Ontario?s lake trout than in beluga whales, according to Eric Reiner, lead study author and scientist at the Ontario Ministry of the Environment. But finding a relatively unknown compound in the whales is of concern because little is known about its possible health effects and belugas are a traditional food source of the Inuit.

It?s yet another suggestion that what happens in the Great Lakes doesn?t stay in the Great Lakes.

Many contaminants hitchhike to the Arctic on northbound winds and currents flowing from lower latitudes in Asia, Europe and North America. Lake Ontario spills into the Atlantic Ocean via the St. Lawrence Seaway. Transport times in the atmosphere are short, so regions like the Hudson Bay could receive contaminants from the Great Lakes within two or three days, said Derek Muir, a senior research scientist with Environment Canada.

Just because the compounds are found in both regions doesn?t necessarily mean the chemicals in the Arctic are from Lake Ontario. ?The Great Lakes are important, but not the sole source,? Muir said. Past studies show that a lot of the contaminants in the high Arctic are from Asia, he said.

Known for their light-colored spots and deeply forked tail, lake trout are the most frequently tested Great Lakes fish, chosen because they would be among the most contaminated creatures.

?Lake trout are often used as they are known as apex species,? Reiner said. ?They are at the top of the aquatic food web and concentrations of bioaccumulative compounds tend to be highest in such species.? Each step up the food web, contaminants taken in by an animal can magnify by twentyfold or more. That means a top predator fish like a lake trout can carry a chemical load hundreds of times higher than a tiny bottom organism has taken in.

If an industrial chemical or a pesticide is found in Lake Ontario?s trout, this typically is a warning sign for scientists and policymakers: It likely means the compound is slow to break down, is accumulating in top predators and is moving globally. Those three factors can turn a pollutant into an international environmental problem on the scale of DDT and PCBs.

Discovery of the little-known flame retardant Dechlorane 602 is the latest example of lake trout, Salvelinus namaycush, serving as a glimpse into the future.

In the late 1960s, it was reported that the pesticide DDT was hurting lake trout reproduction in Lake Ontario and throughout the Great Lakes. Not long after, industrial compounds called polychlorinated biphenyls or PCBs were found to be contaminating lake trout populations as well.

Second India blackout in two days cuts power to 670 million

NEW DELHI (Reuters) - Half of India's 1.2 billion people were without power on Tuesday as the grids covering a dozen states broke down, the second major blackout in as many days and an embarrassment for the government as it struggles to revive economic growth.

Stretching from Assam, near China, to the Himalayas and the deserts of Rajasthan, the power cut was the worst to hit India in more than a decade.

Trains were stranded in Kolkata and Delhi and thousands of people poured out of the sweltering capital's modern metro system when it ground to a halt at lunchtime. Office buildings switched to diesel generators and traffic jammed the roads.

"We'll have to wait for an hour or hour and a half, but till then we're trying to restore metro, railway and other essential services," Power Minister Sushilkumar Shinde told reporters.

More than a dozen states with a total population of 670 million people were without power, with the lights out even at major hospitals in Kolkata.

Shinde blamed the system collapse on some states drawing more than their share of electricity from the overstretched grid. Asia's third-largest economy suffers a peak-hour power deficit of about 10 percent, dragging on economic growth.

"This is the second day that something like this has happened. I've given instructions that whoever overdraws power will be punished."

The country's southern and western grids were supplying power to help restore services, officials said.

The problem has been made worse by weak a monsoon in agricultural states such as wheat-belt Punjab and Uttar Pradesh in the Ganges plains, which has a larger population than Brazil. With less rain to irrigate crops, more farmers resort to electric pumps to draw water from wells.

Power shortages and a creaky road and rail network have weighed heavily on the country's efforts to industrialize. Grappling with the slowest economic growth in nine years, Delhi recently scaled back a target to pump $1 trillion into infrastructure over the next five years.

Major industries have dedicated power plants or large diesel generators and are shielded from outages -- but the inconsistent supply hits investment and disrupts small businesses.

High consumption of heavily subsidized diesel by farmers and businesses has fuelled a gaping fiscal deficit that the government has vowed to tackle to restore confidence in the economy. But the poor monsoon means a subsidy cut is politically difficult.

On Tuesday, the central bank cut its economic growth outlook for the fiscal year that ends in March to 6.5 percent, from the 7.3 percent assumption made in April, putting its outlook closer to that of many private economists.
